It was in March of 1802 that the United States Congress established the United States Military Academy at West Point, NY. USMA has graduated many outstanding leaders who have been instrumental in the leadership not only of the Army, but the country as well. If you meet a West Point graduate this month, say “Happy Birthday”!
On March 2, 1915, the United States Congress established the United States Naval Reserve by combining 17 state naval militias into a single federal force. This year is the 98th birthday of the United States Naval Reserve. So if you meet a Naval Reservist this month, tell them “Happy Birthday” as well.
The U.S. Navy Band celebrates its 87th birthday on March 4.
On March 5, 1942, Admiral Ben Moreell was granted the authority to establish a naval construction force and officially call its personnel Seabees. This month we celebrate 71 years of "Can Do!" spirit for the Seabees!
March 12, 1912 the Girl Scouts of the USA was founded.

* * * * * * * * * * * * * * On the economic front, the Commerce Department reports a second reading on U.S. gross domestic product showed the economy expanded at an annualized rate of 0.1% in the fourth quarter of 2012, up from an initial estimate of a 0.1% contraction, but below the 0.5% growth expected. This is an important move by the government as many leading indicators indicate that the current quarter could possibly be a down quarter. Two consecutive down quarters defines entering a recession. So with the government revising the numbers up for last quarter, the United States will not be officially in recession any time soon. Of course, for the 12,681,000 unemployed (source: Bureau of Labor Statistics) in January, they would say we are still in a recession.
So according to the government the economy grew in the fourth quarter, but just barely. The Commerce Department reports the U.S. expanded at a 0.1% annual rate in the last three months of 2012, better than the initially reported 0.1% drop but well below the third quarter's 3.1% pace. This is important because if GDP is shrinking while the population is growing, the average income is declining, which means less money circulating in the economy.
MarketWatch reports that stronger residential construction and an improvement in net exports pushed growth into positive territory. They offset a bigger decline in government spending than previously suggested as well as a sharper deceleration in the buildup of business inventories. Construction spending on new homes was revised up to a 17.5% increase from 15.3%. Exports fell a revised 3.9% instead of 5.7%, while imports dropped a sharper 4.5% versus an initially reported 3.2% decline. Consumer spending was revised down a tick to 2.1%, while government spending dropped 6.9% instead of 6.6% as originally reported. Business inventories grew a scant $12 billion in the fourth quarter after previous advances of $60.3 billion in the third quarter and $41.4 billion in the second quarter. The slower pace of inventory growth subtracted 1.6 percentage points from fourth-quarter GDP. Lower government spending chopped 1.4 percentage points off GDP. Also, the government trimmed the increa se in personal income in the fourth quarter to a 6.2% gain from 6.8% previously. Inflation rose at a subdued 1.5% rate, or by 0.9% excluding food and energy. The government revises the original GDP report twice to incorporate fresh data not available for the preliminary reading. A third and final reading will come out next month.
Complicating America’s situation, Bloomberg reports China surpassed the U.S. to become the world’s biggest trading nation last year as measured by the sum of exports and imports of goods, official figures from both countries show. U.S. exports and imports of goods last year totaled $3.82 trillion, the U.S. Commerce Department said last week. China’s customs administration reported last month that the country’s trade in goods in 2012 amounted to $3.87 trillion.
Bloomberg reports that China’s growing influence in global commerce threatens to disrupt regional trading blocs as it becomes the most important commercial partner for some countries. Germany may export twice as much to China by the end of the decade as it does to France, estimated Goldman Sachs Group Inc.’s Jim O’Neill. “For so many countries around the world, China is becoming rapidly the most important bilateral trade partner,” O’Neill, chairman of Goldman Sachs’s asset management division and the economist who bound Brazil to Russia, India and China to form the BRIC investing strategy, said in a telephone interview. “At this kind of pace by the end of the decade many European countries will be doing more individual trade with China than with bilateral partners in Europe.”
The U.S. economy is double the size of China’s, according to the World Bank. In 2011, the U.S. gross domestic product reached $15 trillion while China’s totaled $7.3 trillion. China’s National Bureau of Statistics reported January 18 that the country’s nominal gross domestic product in 2012 totaled 51.93 trillion yuan ($8.3 trillion).
“It is remarkable that an economy that is only a fraction of the size of the U.S. economy has a larger trading volume,” Nicholas Lardy, a senior fellow at the Peterson Institute for International Economics in Washington, said in an e-mail. The increase isn’t all the result of an undervalued yuan fueling an export boom, as Chinese imports have grown more rapidly than exports since 2007, he said.
It is important for you as a job candidate to understand that while the country is facing political and macro-economic problems, the good news is that veterans are finding jobs at a better rate than non-veterans! The overall unemployment rate for veterans in January was 7.8% while the national unemployment rate was 7.9%. Employers still favor hiring veterans.
Here is a quick review of the economic indicators:
On the plus side: -New claims for unemployment benefits fell to 344,000 last week from an upwardly revised 366,000 the week prior. Claims were expected to fall to 360,000 from an initially reported 362,000.
-U.S. pending home sales rose 4.5% in January from December, outpacing the 1.5% gain expected, according to the National Association of Realtors.
- U.S. existing home sales rose 0.4% in January from December to a 4.92-million unit annualized rate, slightly ahead of estimates of a 4.9-million unit rate
-Excluding the transportation segment, durable goods orders rose 1.9%, a much larger jump than the 0.2% expected and the biggest increase since December 2011.
-Sales of new single-family homes jumped 15.6% in January from December -- the largest increase since April 1993 -- to a 437,000-unit annualized rate. Sales outpaced estimates of a 381,000-unit rate and marked the highest pace since July 2008.
-The S&P/Case-Shiller composite index of 20 metropolitan areas shows home prices rose 0.2% on a non-seasonally adjusted basis in December, compared with the 0.2% fall economists were expecting. Prices were up 6.8% from a year ago, the biggest year-on-year increase since July 2006.
-Inflation at the consumer level remained unchanged in January from December. Economists were expecting a 0.1% gain. Excluding the food and energy components, prices were up 0.3%, topping the 0.2% gain expected and marking the largest rise since May 2011. -U.S. retail sales rose 0.1% in January from December, as expected. Excluding the auto segment, sales were up 0.2%, slightly above the 0.1% estimated.
On the negative side: -Orders for long-lasting goods fell 5.2% in January from December, a bigger slide than the 4.4% expected.
-The Conference Board's gauge of U.S. consumer confidence rose to 69.6 in February from January, topping economists' estimates of 61 and marking the highest reading since November.
-The Philadelphia Federal Reserve's gauge of manufacturing activity in the mid-Atlantic region fell to -12.5 in February from -5.8 in January. The index was expected to rise to 1.0. Readings above zero point to expansion while those below indicate contraction.
-The Congressional Budget Office projects the U.S. budget deficit will come in around $845 billion, or 5.3% of gross domestic product, for fiscal 2013. The CBO also said it expects the unemployment rate to remain in the area of 8% this year, with the U.S. economy growing 1.4%.
- U.S. Housing starts fell 8.5% in January from December to an annualized rate of 890,000 units, shy of the 925,000 expectation.
The bottom line is the United States economy is still very stagnant with minimal growth. The current political situation in Washington and the administration policies are not improving the economy.
The good news is that in spite of the bad news, companies are still hiring! The overall unemployment rate for veterans is still lower than the national unemployment rate! There are jobs available. It is just going to be harder to land one, but you can find a job!

SEVEN TIPS TO RESUME SUCCESS:
1. Select the best format. While most resumes ( http://getinterviews.com/idev/get.php?id=233_98) are written in a history chronological format, often a better technique is to evenly balance between skill set description, achievements, and employment.
2. Find a balance between wordiness and lack of detail. Employers need to see details about your work history and experience, but they don’t need to know everything. Keep information germane to the goal of attaining an interview. Eliminate information that is not related and will not have direct impact on winning the interview.
3. Do not use personal pronouns. "I", "me", "my", "mine", "our" should not be on a resume. Resumes are written in first person (implied). Example: For your prior job description, instead of writing: "I hired, trained and supervised a team of assistant managers and sales associates” you would instead state that you “Hired, trained and supervised a team of assistant managers and sales associates." Fragment sentences are perfectly acceptable on a resume and actually preferred.
4. Use numerical symbols for numbers. While we are taught in school to spell out numbers less than ten, in resume writing, numerical symbols serve as “eye stops” and are a much better method. Instead of writing “Developed a dynamic team of eight consultants.” it would be much more advantageous to state “Developed a dynamic team of 8 consultants."
5. Think "accomplishments" rather than "job duties". What makes you stand out from the crowd? How did you come up with a way to do things better, more efficiently, or for less cost? What won honors for you? Information such as this is vital, will grab attention, and put your resume at the top of the list.
6. Keep it positive. Reason for leaving a job and setbacks do not have a place on a resume. Employers are seeking people who can contribute and have successfully performed in the past. Concentrate on communicating these issues and avoid any detracting information.
7. Be phone savvy. Many first time job interviews are conducted via telephone rather than in person. Make sure you are prepared for that telephone call when it arrives … and make sure you have a resume that will make the phone ring!

Technology salaries in the U.S. saw the biggest jump in more than a decade, according to the 2013-2012 Salary Survey from Dice, the leading career site for technology and engineer professionals. Tech professionals earned a greater than five percent increase in average annual wages to $85,619, up from $81,327 in 2011. The increase in wages comes at a time when the vast majority of tech professionals (64%) are confident they could find a favorable new position in 2013 and when employers are stepping up to the plate to retain and motivate staff with more interesting or challenging assignments, increased compensation and the ability to telecommute, according to respondents. Veterans and their families are targets for some dishonest advisers who are claiming to offer free help with paperwork for pension claims. The scheme involves attorneys, financial planners, and insurance agents trying to get veterans to make decisions about their pensions, without giving them the whole truth. These unscrupulous brokers try to convince veterans to transfer their assets to a trust or to invest in insurance products. What they don't reveal is that these transactions could mean the loss of eligibility for Medicaid services or loss of access to their money for a long time. Adding insult to injury, the advisers are charging fees that range from hundreds to thousands of dollars for their services. The Office of the Secretary of the Department of Veterans Affairs (VA) has requested dissemination of the following: An organization called Veterans Affairs Services (VAS) is providing benefit and general information on VA and gathering personal information on veterans. "This organization is not affiliated with VA in any way. The organization described itself at its web page at: http://www.vaservices.org/us/index.html. VAS may be gaining access to military personnel through their close resemblance to the VA name and seal. Our Legal Counsel has requested that we coordinate with DOD to inform military installations, particularly mobilization sites, of this group and their lack of affiliation or endorsement by VA to provide any services. In addition, GC requests that if you have any examples of VAS acts that violate chapter 59 of Title 38 United States Code, such as VAS employees assisting veterans in the preparation and presentation of claims for benefits, please pass any addi tional information to the VA. 8. Reservists at 900 Colleges May Lose Tuition Assistance
The Defense Department may end tuition assistance for active-duty soldiers and reservists at more than 900 colleges that haven't signed a memorandum of understanding. Nearly 10% of active and reserve soldiers who draw tuition assistance attend schools that haven't signed the memorandum, according to Dr. Pamela Raymer of the Human Resources Command. The total number currently on active duty from the Army National Guard and Army Reserve is 38,724; Navy Reserve, 4,140; Air National Guard and Air Force Reserve, 7,629; Marine Corps Reserve, 2,117; and the Coast Guard Reserve, 547. This brings the total National Guard and Reserve personnel who have been activated to 53,157, including both units and individual augmentees.
