MAJOR DUTIES:

Serves as the primary Information Security Officer (ISO) in support of either a VA facility or specified program area of responsibility
Conducts systems security evaluations, audits, and reviews as well as develops Automated Information Systems (AIS) security contingency plans and disaster recovery procedures
Establishes and implements IT security, certification accreditation processes, regular and recurring COTS analysis and the performance of tests and assessments of security authentication technologies

Assures AIS operations are in compliance with Federal laws and VA/OI&T regulations, policies and procedures

Investigates and reports all information security incidents and make recommendations to management for corrective action to ensure the integrity of IT systems and employees

This is an open continuous announcement for the Office of Information and Technology (OI&T), Field Security Operations, Region 3 open for one (1) year. Required Qualifications: QUALIFICATIONS REQUIRED:
To qualify for this position, you must possess IT-related experience demonstrating each of the following competencies:



1. Attention to Detail: you are able to review moderately complex data from multiple sources and determine relevant information to a given situation. You draft, edit and disseminate written reports and status updates that are factual, timely and relatively error free.



2. Customer Service: you develop and maintain relationships with customers with diverse needs. You provide moderately technical or complex information about products and services. You assess the needs of customers and identify or tailor products and/or services to meet their needs. You resolve fairly complex or nonroutine problems, questions, or complaints and direct the most complex problems, questions, or complaints to the appropriate person



3. Oral Communication: you communicate, explain, or defend moderately complex ideas or information clearly. You listen to others and recognize potential miscommunications.



4. Problem Solving: you use logic to identify alternatives to solve moderately difficult problems. You identify and solve problems by gathering and applying information from a variety of materials or sources that provide several alternatives.

To qualify a the GS-09 level using specialized experience: Applicants must have one year of specialized experience equivalent to at least the GS-07 level that clearly equipped the applicant with the knowledge, skills and abilities or competencies required to successfully perform the duties of the position. Specialized experience is knowledge of security and IT principles, methods, and practices sufficient to perform routine and recurring assignments in the area of security requirements identification and analysis; applying systems security analytical methods and procedures to ensure the application of appropriate security standards; skill in oral and written communication techniques sufficient to provide assistance to customers involved in security requirements definition and to more senior team members or managers requesting information about the status of work products.

To qualify a the GS-11 level using specialized experience: Applicants must have one year of specialized experience equivalent to at least the GS-09 level that clearly equipped the applicant with the knowledge, skills and abilities or competencies required to successfully perform the duties of the position. Specialized experience is experience that required a broad knowledge and understanding of IT security certification and accreditation requirements, systems testing and evaluation and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems and/or networks; and recommend new revised security measures and countermeasures based on accreditation review results. Other examples of specialized experience are a general knowledge of IT test and assessment methods, network operations and life cycle management principles to evaluate new security authentication technologies; and analytical skills sufficient to update contingency and/or disaster recovery plans in response to new security requirements of changes in IT architecture.



To qualify a the GS-12 level using specialized experience: Applicants must have one year of specialized experience equivalent to at least the GS-11 level that clearly equipped the applicant with the knowledge, skills and abilities or competencies required to successfully perform the duties of the position. Specialized experience is experience that required a comprehensive knowledge and understanding of IT security certification and accreditation requirements, systems testing and evaluation and performance management methods sufficient to plan and conduct security accreditation reviews installed systems and/or networks; and recommend new revised security measures and countermeasures based on accreditation review results. Other examples of specialized experience are an extensive knowledge of IT test and assessment methods, network operations and life cycle management principles to evaluate new security authentication technologies; and exceptional analytical skills sufficient to updated contingency and/or disaster recovery plans in response to new security requirements or changes in IT architecture.

To qualify a the GS-09 level using education: Applicant can have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree.

To qualify a the GS-11 level using education: Applicants can have a PHD, or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.
